Should I include a campagin file with my pk3 file?
Would this make it easy for others to run it?

Refer to our own mapper's bible, section 3.5 :)

Including a campaign file isn't gonna kill anyone. If I don't want a campaign on my computer, I delete it. Simple.

You miss the point! If it's included inside of a map pk3, you can't simply delete it, unless you want to get rid of the map as well!

You can too chavo, just open it with winzip, winrar, freezip, or any other zip program.

No, no, no, no, no!
Then you change the checksum of the pk3, and will force anyone connecting to your server to re-download the mutilated file. That's not cool.

If you want to include a campaign, put it in its own .pk3.

If you want to include a campaign, put it in its own .pk3.Aye--instead of "map + readme = zip" have "map + readme + any other files (screenshots, campaign.cfg files, your favorite recipe) = zip." Sounds simple to me.
