I downloaded the new version of ET from Fileplanet, and I went to run it. Everything comes up normally, until I get to the name input screen. This is what I get.

my brother showed me something wierd on his pc the other day, he was
playing q3 and the screen looked the same. i thought his card was overheating
but he figured out what had happened, was that he manually set his performance
settings to high quality. once he set it back to 'let the application decide'
( which is default ) the wierd screen went away.

im not shure if that is your situation, but i thought i'd mention it since its kind
of wierd to see that same screen twice in a few days.

he runs a p4, nvidia 6600gt on xp.

I tried that but the problem still exists. I managed to get to the title screen and the server select screen, and they both look just as bad.

Try getting it somewhere else, like here. Or there might be a problem with your video card... I've had the same problem with my old crappy computer.
Oh god... that brings back bad memories.

It's with Nvidia, I know that now. I downloaded it from both here, fileplanet and filefront, but all installs did the same thing.

So I set all my nvidia 3d settings to default. I can see the menus and characters correctly now, but the levels and the backgrounds still have these funky colors.

update the nvidia drivers maybe?

Reinstall your drivers or update them, I also had an 'I have never seen' graphical problem, and I fixed it by updating my drivers.

No it's with a setting. I already tried updating them and reinstalling them. :(
