Snow In Maps

Alright, I don't know if this has been asked and answered before, but Search is not working for me, and I'm not seeing any tutorials on how to do this. So I have a quick question. I need to know how to add snow into a map. I'd like the snow to be similar to the snow in Railgun. So if anyone can help me that would be appreciated thank you.

Also, if anyone would like to post a tutorial on how to get weater effects on a map, that will answer my question and then we could have a tutorial on weather effects. :)
